The 'Working Lads Institute' was founded in 1878 by a city merchant, Henry Hill, who wanted to create an alternative place for young working men to go from music halls and pubs. It later helped men who were homeless . By the turn of the century, the WLI was also providing probation services and was a referral central from the Police and Magistrate courts until it moved from this premises in 1943.
